Blackhawk Hills Resource Conservation and Development Area (RC&D) serves as TCEDA's Economic Development District. The RC&D area consists of the 6 northwestern counties in Illinois including Carroll, Jo Daviess, Lee, Ogle Stephenson, and Whiteside that spans 3,777 square miles. USDA Rural Development

USDA Rural Development offers financial assistance through loans and grant funds available to individuals, non-profits, public bodies, Native American tribes, and cooperatives in rural areas. USDA also works with many local, regional, state and other federal agencies and groups in providing technical assistance to address any business, community, or housing needs. Blackhawk Hills E&I Club

The Blackhawk Hills Entrepreneur and Inventors Club is a place where like-minded individuals can meet to share knowledge, experiences, problems and ideas, as well as, find the resources and tools to attain success in their ventures. We are helping educate inventors and entrepreneurs to start a small business or maintain and grow their existing businesses successfully throughout the region of Northwest Illinois.
