The county is bordered by Carroll County to the south and the state of Wisconsin to the north and Iowa to the west. The county is comprised of the following communities:

Carroll County

Carroll County is located in the northwest region of Illinois. You�ll find prime farmland on the eastern side of the county and beautiful hills and bluffs on the west side of the county. Carroll County is bordered to the north by Jo Daviess County, Whiteside County to the south and the state of Iowa to the west. The county is comprised of the following communities:

Whiteside County is located in the northwest region of Illinois. The county is rich in history, agriculture, and industry. Whiteside County is bordered to the north by Carroll County, and the state of Iowa to the West. TCEDA serves a portion of Whiteside County; those communities are:
